Partners for Success- A Farm Regulation and Charging StrategyFirst pubished in November 2005 'Partners for Success' outlines how DEFRA, together with other government departments and the farming industry, would improve how the farming industry is regulated. The strategy reflects collaboration and close working relationships between government, industry representatives and direct communication with farmers about how their businesses are affected by regulation. 'Partners for Success' aims to improve regulation for DEFRA and the wider DEFRA family as it delivers regulation that impacts on farming. It aims to encourage partners to consider alternatives to regulation and ensure farmers understand why regulation is necessary, responding to their comments and suggestions. It also encourages partners to simplify new and existing regulations keeping controls coherent and understandable, minimising administrative burdens as well as designing better targeted and more proportionate inspection and enforcement routines. Progress has already been made for example; the Environment Agency is simplifying its new application form for integrated Pollution Prevention & Control permit, the 'Whole Farm Approach', an internet based service, has been launched to improve advice provision and save time on form filling. An independent review is also being carried out to streamline the systems and reduce the burden of animal health and welfare inspections. Currently 'Partners for Success' are also working on a series of simplification proposals put forward by the NFU. These examples are however only the begining and with the help of all involved 'Partners for Success' will result in better regulation throughout the farming Industry.
